Moffatt & Nichol joins Westport program

Moffatt & Nichol has been appointed as a specialist sub consultant to the Worley Arcadis Joint Venture, technical advisor for Western Australia’s Westport Program, one of the country’s largest infrastructure initiatives.

The Westport Program aims to reshape Western Australia’s container supply chain and address long term capacity constraints at Fremantle Port. Plans include development of a new container port in the Kwinana Industrial Area, new shipping channels and breakwaters, and upgrades to the surrounding freight network. The project is designed to deliver long term efficiency and resilience while targeting net zero emissions and nature positive outcomes.

Working alongside Westport and the Worley Arcadis Joint Venture, Moffatt and Nichol will provide advisory services in commercial fleet forecasting, container terminal planning and optimisation, and design optimisation. The company will also act as Proxy Operator, bringing the perspective of future port and terminal operators into the design process.

A key part of the firm’s role will be the deployment of its proprietary FlexTerm digital twin and simulation platform. The system enables detailed testing of operational concepts, vessel fleets, terminal layouts and throughput scenarios before construction begins. This is intended to support informed decision making and ensure the terminal is optimised for both initial operations and long term scalability.

Eric Nichol, chief executive and chairman of Moffatt and Nichol, said the Westport development represents a once in a generation opportunity to shape the state’s trade future. He added that experience gained on complex port projects such as the Port of Long Beach Middle Harbor Redevelopment would support delivery of operator focused planning and simulation services for Westport.
