RINA and HPC Win OSCE Contract to Support Green Ports in Caspian Region

RINA and HPC Hamburg Port Consulting (HPC) have been awarded a five-year contract for the OSCE project “Promoting Green Ports and Connectivity in the Caspian Sea Region,” supporting sustainable port development and improved transport connectivity across key gateways in the Caspian and Black Sea.

Launched by the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA), the initiative will assist ports in Baku (Azerbaijan), Aktau and Kuryk (Kazakhstan), Turkmenbashi (Turkmenistan) and Batumi (Georgia) in managing increasing transit demand while strengthening sustainability. The programme aims to reduce the environmental footprint of regional transport through renewable energy integration, energy-efficiency measures, digital innovation and connectivity technologies, while also advancing climate action. A dedicated gender-equality pillar is included to promote greater inclusion and women’s empowerment in port operations.

Phase III of the project introduces a five-pillar framework focused on renewable energy, climate resilience, environmental monitoring and digital systems, gender equality, and training—supported by regional cooperation. Over the five-year period, RINA and HPC will develop tailored analyses and action plans for each port, alongside technical specifications for pilot investments and institutional capacity-building measures.

Key workstreams include feasibility studies for renewable energy and climate adaptation, the design of environmental monitoring systems, implementation of gender-responsive policies, and training activities combining online learning with a study visit to leading European ports.

OSCE representative Giulia Manconi said the new phase will help participating ports improve long-term sustainability and resilience while implementing tangible renewable-energy and climate solutions. RINA and HPC highlighted the programme’s focus on practical impact, combining engineering and certification expertise with digital and operational improvements to strengthen sustainable connectivity along the Middle Corridor.
