Vinci subsidiary Cobra IS, together with Spanish partner Elecnor, has secured the contract to electrify the Rail Baltica project across Estonia, Latvia and Lithuania. Cobra IS’s share of the deal amounts to €885 million.
The consortium will electrify 870 kilometres of rail, in what is now the largest rail electrification project underway in Europe. Works will be carried out in two phases, with the first, valued at €950 million, set to begin on 1 October and run through 2030.
Once operational, Rail Baltica will integrate the Baltic railway system with the broader European network, enabling seamless passenger and freight transport. At the contract signing ceremony, EU and Baltic leaders underlined the project’s strategic role in strengthening regional connectivity and advancing sustainable mobility.
The initiative also marks a technological milestone: it will be the first large-scale deployment of Static Frequency Converter (SFC) technology. Supported by 10 substations, the system will boost network reliability, efficiency, and environmental performance.
