On 18 November 2025, the Board of Directors of Bouygues Construction decided to separate the roles of Chairman of the Board and Chief Executive Officer. As part of this governance change, Pierre-Éric Saint-André was appointed Chief Executive Officer of Bouygues Construction, effective 1 January 2026.
He succeeds Pascal Minault, who will remain Chairman of Bouygues Construction and will oversee all Construction activities within the Bouygues Group.
At 54, Pierre-Éric Saint-André brings a strong entrepreneurial and international background. He co-founded Axione, a key player in telecom infrastructure and public service delegations under France’s Très Haut Débit plan. He joined Bouygues following Bouygues Construction’s acquisition of Axione at the end of 2005.
He helped structure digital infrastructure activities within Bouygues Energies & Services (now part of Equans), later expanding his scope to include energy production and transmission infrastructure. In 2017, he became Deputy CEO of Bouygues Bâtiment International and led Asia-Pacific operations from Hong Kong, including serving as Chairman of Dragages Hong Kong. He played a key role in acquisitions such as AW Edwards in Australia (2018).
The new CEO will also join the Bouygues Group Executive Committee.
Several management changes will also take effect on 1 January 2026, including new leadership appointments across public works and building activities in France and internationally.
