Port of Rotterdam Announces New Offshore Wind Terminal Development

The Port of Rotterdam Authority has unveiled plans for a major new offshore wind terminal on a 45-hectare site in the north-western corner of the Maasvlakte. The facility will support storage, transport, and (pre-)assembly of turbine and foundation components, strengthening the port’s role as a key hub for Europe’s renewable energy expansion. The terminal is expected to be fully operational by mid-2029, and market parties are invited to register for consultation starting today.

Designed for maximum efficiency, the development will include 835 metres of heavy-duty quay with direct access to the North Sea. The quay will be capable of accommodating the latest generation of offshore wind installation and jack-up vessels, enabling large-scale assembly operations at the water’s edge. A dedicated roll-on/roll-off facility is also planned to support multimodal logistics.

Beyond new offshore wind farm construction, the terminal will be equipped to handle decommissioning activities—an increasingly important part of the wind sector’s lifecycle.

By expanding its infrastructure, the Port Authority aims to address a growing shortage of suitable port capacity for offshore wind deployment. With more large-scale wind farms scheduled for the North Sea, industry demand for advanced port facilities continues to accelerate.

Matthijs van Doorn, Vice President Commercial at the Port of Rotterdam Authority, emphasized the strategic importance of the project: “With this new terminal, we are making an important contribution to the necessary capacity for the offshore wind sector. Due to its direct location on the North Sea, deep draught, and existing offshore cluster, the port of Rotterdam is ideally suited for these activities.”
